Pou Ohanga at at Te Rūnanga o Toa Rangatira Incorporated, Carra has spent most of her working life in the public service in several different roles from strategy and planning, investment, monitoring and evaluation, social service contracting, and governance. Carra holds a Master in Public Management and a Bachelor of Arts in History and Education from Victoria University.
